Authorities confirmed that the suspect vehicle fled the scene immediately after striking Hayes.
When officers arrived, they found Hayes suffering from critical injuries. Emergency responders performed life-saving measures at the scene before transporting him to the UTMB Health emergency department. Despite medical efforts, he was later pronounced dead.
Witnesses told investigators that Hayes was struck by a reckless driver operating a truck eastbound through the alley. Reports also indicate the same vehicle had earlier collided with a building in the 1000 block of 23rd Street before continuing on and hitting the victim.
Authorities described the scene as chaotic, with emergency crews rushing to secure the area while a citywide alert was issued for a newer model Ram pickup truck believed to be involved in the crash.
Police later located a vehicle matching the description at the Galveston Ferry landing, where 17-year-old Logan Smith of Missouri City was taken into custody. He has since been booked into the Galveston County Jail and charged with collision involving death and driving while intoxicated (DWI). He is being held on a $22,500 bond as the investigation continues.
